What steps will reproduce the problem?
1) Launch chrome open NTP and go to devtools
2) Now press 'F1' key to open settings overlay and go to 'Workspace' and double click on folder exclude pattern and press 'Esc' key to exit overlay.
3) Now open console bar by pressing 'Esc' key and click on more options icon and hover on 'Services' and click on any of the options in it,observe

Actual : Unable to navigate to last three options from 'Services' section.
Expected : Should be able to navigate to all the options from 'Services' section.

This is a non-regression issue, seen from M-54 series as 'Services' section in drop down list appears from build # 54.0.2833.0

Kindly review the attached video for reference.

Note : Issue is not seen in Windows and Linux OS.
