Wrong font is used for Japanese text in Japanese UI

Issue description

Google Chrome	55.0.2857.0 (Official Build) canary (64 bit)
Platform	8794.0.0 (Official Build) canary-channel samus
ARC	3262490

What steps will reproduce the problem?
(1) Set the UI langage to Japanese
(2) See a Japanese text in UI

What is the expected output?
Japanese text should rendered with Sans-serif Gothic font (Noto Sans CJK JP).

What do you see instead?
Japanese text is rendered with Serif Mincho font.
