Regression: Favicon icon(cached image icon) is not seen for 'Georgie Stokes' on chrome://history.

Issue description

Chrome Version:55.0.2858.0 (Official Build)a5e34abf74c2b04f621117773148e0c979fffb7b-refs/heads/master@{#417859} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4).

What steps will reproduce the problem?
1. Launch chrome and navigate to https://georgie-stokes.myshopify.com/
2. Then navigate to chrome://history/ and observe favicon icon of same url.

Actual: Favicon icon(cached image icon) is not seen for 'Georgie Stokes'
Expected: Favicon icon(cached image icon) should be seen for 'Georgie Stokes'

This is regression issue, broken in 'M 51' and below is narrow bisect info:

probably not me.  not sure it's the right bisect.

is this still happening on canary?

it may also be the skia roll.

Tried 51.0.2670.0 and 50.0.2661.47, they are both affected by this issue. I think it is a dupe of  issue 608069 .
