Mojo Command Buffer

Issue description

In order to do GL outside of C++ (e.g. in Java), the GPU command buffer needs to be fully mojoified.

Does it? Couldn't you use JNI?

If you want to port the client-side command buffer logic to Java, it's a huge amount of work to do, and a huge commitment for maintenance (if it needs to be kept in sync with C++ changes). I have very strong concerns about going that route.
I just had a chat with Scott, and it seems we don't have an immediate need for this for Mus+Ash.
