features: what does it do? why do we need it?

bugs: repro steps (I did X and expected Y but Z happened!)
I am currently using the material version of Chrome Settings page, when I go to Advance Settings and click on the "Manage passwords" option, its subview appears as expected. However, closing it scrolls up the Advance Settings page to its first field.
