Incognito title bar is white.

Steps to reproduce the problem:
1. Opening an incognito window.
2.

What is the expected behavior?

What went wrong?
Incognito title bar is now white. Title bar should be gray so color theme matches with tabs, address, and bookmarks bars.

Did this work before? Yes Yesterday.

Chrome version: 53.0.2785.101  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

Able to reproduce the issue on windows 10 using chrome stable #53.0.2785.101.
This is non regression issue as it is observed from M35, M48 and M50 old builds.Making it as Untriaged to get more inputs from dev team.
