Steps to reproduce the problem:
Running "gclient sync" on host machine ppc/390 fails.

What is the expected behavior?
gclient sync should complete successfully.

What went wrong?
PPC/s390 does not use sysroot, so sysroot installer should skip if on host ppc/s390. Currently, sysroot installer is unable to find the required files for host ppc/s390 and fails, which causes gclient sync to fail.
