SUMMARY:
The issue is when Device Settings/User Data is set to Erase all local user data, it is able to set to  "Google profile photo" or set to  "Take photo" choice  on the "Change picture" page.  The expectation is that once Device Settings/User Data is set to Erase all local user data, there is no "Google profile photo" nor "Take photo" choice to set your picture on the "Change picture" settings page.  I like to confirm that if the expectation is still the same.

Steps:
1. sign in as any managed 
2. CPanel:  Device Settings/User Data is set to Erase all local user data.  Ensure that on chrome://policy  DeviceEphemeralUsersEnabled has value of true.
3. chrome://settings   Click on the image under People.

Results:
"Google profile photo" and "Take photo" choice are showing and are enabled for use.
