Chrome on iOS only saving still frames of animated gifs

Project Member Reported by cblume@chromium.org, Sep 12 2016

Issue description

A user and friend reported this bug:

14:56 <@furan> the steps are step 1 search for dank gif, step 2 download dank gif, step 3 text someone dank gif
14:56 <@workmax> hahaha
14:56 <@workmax> <3
14:56 <@furan> if I do that with chrome it will not animate
14:56 <@furan> if I do that with safari it does

It appears that animated gifs saved on iOS are only saving a still frame.

This is more likely a problem with Image Fetcher. Do you know, who is the new owner for ios/chrome/browser/net ?

There is no specific owner as far as I know. The network team is happy to help with net related issues, but in this case the issue is likely not related to network, but rather image formats.

I would think that the issue is UIImage not supporting animated gifs.
This stack overflow links to several libraries that could help:
http://stackoverflow.com/questions/4386675/add-animated-gif-image-in-iphone-uiimageview

CC'ing noyau who is somewhat familiar with that code.

I don't own net or BVC where this code lives. Eric, Peter, who can take ownership over this?

Gif images are saved correctly and animated when attached in gmail
