In the Swarming UI: OR connect filter values within the same dimension |

Issue descriptionIn the swarming UI when I filter by dimension and I chose multiple values within that dimension they seem to be AND connected. i.e. os=linux,macos seems to translate to os==linux AND os==macos so the result is always empty. Instead I would like to see all bots where the os is either linux or macos.

The way to do this is to send multiple RPCs from JS and merge the results together. It's some amount of work on the JS side but doable and I think there's value for the users.
