[devtools a11y] Tab panels need ARIA markup & active tab must be in the tab order

Issue description

The tabs and tab panels in dev tools currently don't expose correct role, name & state information to screen readers. 

To resolve this, add role="tablist", "role="tab", aria-expanded and aria-label attributes.
