Getting a lot of bogus translate dialogs on beta

What steps will reproduce the problem?
(1) Go to https://codereview.chromium.org/2330983002/diff/40001/net/url_request/url_request_http_job.h?context=25&column_width=80&tab_spaces=8
(2) Observe translation popup on mostly english source code.  It's offering to translate to Dutch.

Dup of issue 645013, but we may not want to merge this to it having restrict-view-google.
