Letter-spacing is too tight in avatar button text

Project Member Reported by bettes@chromium.org, Sep 12 2016

Issue description

The avatar button text is using a letter-spacing that is not consistent with the rest of the tab strip. It currently looks too tight and should match whatever default is set by the system font which I believe is what we do today in Tabs and bookmarks bar.

The attachment shows the tightly spaced avatar text on-top of tab text.
