Don't show "Re-enable warnings" on interstitials

Issue description

<b>Version: <Kenneth, what is the frequency?></b>
<b>OS: <please tell me it's not XP></b>

What steps will reproduce the problem?
(1) Visit a site with a bad cert and click through.
(2) Visit the same site with another bad cert.
(3) Click on the security indicator

What is the expected output?
"Re-enable warnings" is not shown when there is an interstitial

What do you see instead?
"Re-enable warnings" is shown.

This behaviour was agreed upon in an earlier thread.

Can you clarify this bug? Is it asking to remember warning decisions per-site instead of per cert?
