Steps To Reproduce:
(1) Bring up UI (at least 3 windows) and hit alt-tab several times 
(2) Notice the blurring of the background UI
(3) Notice that the switcher is pretty janky when hitting tab

Expected Result:
There should be no jank when moving to the next highlighted app window
