It's a problem caused by frecon migration ( https://chromium-review.googlesource.com/#/c/366034/ ). See original report in http://crosbug.com/p/57809

This sounds like the problem that is being fixed here: https://code.google.com/p/chrome-os-partner/issues/detail?id=57809. Basically, frecon daemon exits before actually completing setup of vts. The recovery script needs to wait for the vts to complete setup before trying to display text to them.
