Tunnel EAP (TEAP) support on Chromebook

Issue description

Using group policy settings? Yes/No

Would like to have new EAP type support called TEAP (Tunnel EAP). TEAP is a EAP type that can combine multiple identities into one single EAP request so the authentication server can decide access based on whether both user & device sent during authentication or only one of the credential was present. The primary benefit to the customer is that they can provide differentiated access between customer’s owned Chromebooks and personal Chromebooks. Here is the RFC for TEAP:

AFAICT, wpa_supplicant (which Chrome OS uses to implement the EAP protocols) supports EAP-FAST but not EAP-TEAP.
