Update Print Dialog Header for CUPS Support

Issue description

Currently, the Print Dialog is titled "Google Cloud Print". With the support for CUPS printing, users will now have the ability to print both via CUPS Printers or Google Cloud Print so we need to make this heading more generic. We should update this to be "Google Print" for Chrome OS Print Dialogs.
