The focus event order should follow the ui-event spec

Issue description

The focus event of an element should follow the ui-event spec https://www.w3.org/TR/uievents/
When we focus element a, then element b, the events should be fired in the following order:

focusin(a), focus(a), focusout(a), focusin(b), blur(a), focus(b)

2017 Q2 Update: Still an issue but shouldn't be hard to fix. Hard to evaluate the interop risk though.
