border-radius seems to be problematic with the background painting onto the scrolling contents layer, investigating.

Comment 3 by flackr@chromium.org, Sep 12 2016

I put up a CL to disable this code path for border radius https://codereview.chromium.org/2333743002 and filed issue 645949 to fix the composited scrolling contents layer painting in the presence of border radius.
