OS=iOS fullscreen allowed in Dev mode

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.89 Safari/537.36

Steps to reproduce the problem:
1. open chrome in dev tools mode selecting an iOS device (i.e. iPhone6)
2. got to this link (example to request full screen) https://dl.dropboxusercontent.com/u/76169930/stackoverflow/demos/JavaScript/fullscreen_2.html
3. click fullscreen button

What is the expected behavior?
the page shouldn't go to full screen 

What went wrong?
the page goes to full screen

Did this work before? N/A 

Chrome version: 53.0.2785.89  Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

iOS browsers don't allow fullscreen behavior

This is expected, as we don't emulate other browsers' web platform capabilities. If we are going to fix this, it will be a larger effort, kind of what issue 646686 talks about.
