What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://downloads.
2. Resize the browser window towards LHS such that ’Search’ icon is seen beside ‘More Actions’ icon.
3. Now press tab key till focus appears on ’Search’ icon and observe the focus color.

Actual : Focus on ’Search’ icon appears in light color.
Expected : Focus on ’Search’ icon should appear intended as seen on ‘More actions’ icon.

This is a regression issue broken in ‘M-54’, below is the Manual Regression and Narrow Bisect info. 
Good build: 54.0.2838.0
