Non-Regression : Focus is not shifting to other supervised users on using arrows from Keyboard in 'Import an existing supervised user' page

Issue description

Version:  55.0.2857.0
OS: Chrome
Platform : 8793.0.0 dev-channel Spring, Falco and Gnawty

What steps will reproduce the problem?
1.Sign in to user -> Sign out -> Now in Profiles page Click on 3 dot menu -> Click on  'Add Supervised User' Button
2.Now click on 'Create supervised user' Button -> Now Enter Password for Manager 
3. Click on 'Import an existing supervised user' Link -> Select any Supervised User -> Now use Up and Down arrow buttons from keyboard and observe focus 

Expected: On using Up and Down arrow keys focus should shift to other
supervised users
Actual: Instead focus is not shifting to other supervised users

This is Non-Regression Issue seen from M-53

Note: In Linux, Windows OS Focus is seen on  other
supervised users using Up and Down arrow keys
