Blurry rendering of SVG background-image with background-color:transparent on HiDPI display

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.101 Safari/537.36

Example URL:

Steps to reproduce the problem:
Create an element with an SVG background-image scaled using background-size and no background-color (or background-color: transparent).

Then apply a solid background-color.

What is the expected behavior?
Rendering of the SVG should be the same with and without background-color.

What went wrong?
SVG appears to be rendered at half resolution when background-color is set to transparent.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? Yes Pre 53

Does this work in other browsers? Yes 

Chrome version: 53.0.2785.101  Channel: stable
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 22.0 r0

More information: it seems to only occur when the element has a nonzero border-radius.  I will try to reduce it further into a test case.

Attached reduced testcase which exhibits the problem.

On a HiDPI display the rendering of the image appears to be at half resolution.
During hover a background colour is set and the rendering is fixed.
