No option to change default behavior on opening bookmarks via left click

Reported by del...@googlemail.com, Sep 12 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.101 Safari/537.36

Steps to reproduce the problem:
When you left click the mouse button on a bookmark, it uses the default behavior of using the existing tab to load the webpage. The is no option in settings to change the default behavior of the left mouse button click to open bookmarks in a new tab.

What is the expected behavior?
I expect an option in settings to allow me to change the default behavior of opening bookmarks. Such an option "Default open bookmarks in new tab"

What went wrong?
There is no option available and people are forced to use the hard coded behavior or use the right click every time to open bookmarks in a new tab (which is annoying)

Did this work before? No

Chrome version: 53.0.2785.101 Channel: stable
