Regression: Pop-up menu is misplaced and appear black in chrome://net-internals.

Issue description

Chrome Version: 55.0.2858.0 (Official Build)a5e34abf74c2b04f621117773148e0c979fffb7b-refs/heads/master@{#417859} 32/64-bit.
OS: Windows (7,8,8.1,10)

Steps:
1. Launch chrome and navigate to chrome://net-internals/#export
2. Hit Ctrl+Shift+I to open devtools window and toggle to device mode.
3. Now click on the 'Capture Status View Arrow icon' and observe the pop-up menu.

Actual: Pop-up menu is misplaced and appear black.

Expected: Pop-up menu should be properly seen.

This is a regression issue broken in M-54, will soon update the other info.
