Regression:Language options are not seen properly on clicking 'Add languages' in chrome://md-settings

Chrome Version: 55.0.2857.0 Revision f06159b98aa70d663afdc22ea5e8c0ad0ca06bf2-refs/heads/master@{#417845}
OS: Windows(7,8,10)

What steps will reproduce the problem?
(1)Launch Chrome and navigate to chrome://settings/advanced
(2)Click on 'Add languages' under language section and observe.

Actual:Language options are not seen properly on clicking 'Add languages'

Expected:Language options should be displayed properly on clicking 'Add languages'

This is a Regression issue broken in M-55,ill soon update other info.

Took a look at my change in the bisect range, and the code path it touches is used only on android or for scrollbars on other platforms. Quite certain it couldn't have caused this regression.

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.
