Regression: Unwanted OK and Cancel buttons are seen in View site Information bubble

Version: 55.0.2857.0 dev
OS: Linux,windows

What steps will reproduce the problem?
(1) Launch chrome and go to chrome internal pages like chrome://version/settings/history/bookmarks 
(2) Click on Info bubble present in omnibox and observe.

Expected: No such buttons should be seen for not secured pages.
Actual: Instead unwanted buttons are seen for on secured sites.

This is a regression issue broken in M55. Will provide bisect info soon.
