Steps to reproduce the problem:
I have a very simple app. It sends out a notification. When notification is clicked/double tapped, the Browser is to launch to load the content.

What is the expected behavior?
The Chrome should launch and open a tab to load the content.

What went wrong?
The Chrome can launch, BUT not start a new tab to load content.
