Flash Player not loading on MacOS - Due to signature validation issue

Issue description

Version: 54.0.2840.16 beta 
OS: macOS 10.11.x

- go to http://www.adobe.com/software/flash/about/?sdid=B16P42CY&mv=other
- context-click and choose "run this plug-in"

expected:
- shows version

actual:
- nothing happens. 
- context clicking the blank area of the plugin shows "movie not loaded..."

Flash version 23.0.0.164

Is this on a corp machine w/ Enterprise policy or a personal machine (i.e. what settings are being applied to control Flash Player)?

What's the behavior on other sites that use Flash Player (e.g. https://www.google.com/finance?q=INDEXSP%3A.INX)?

Also what type of installation do you have (i.e. single user or all user)?

Does the issue appear on a clean user profile (i.e. could you temporarily set aside your current user profile to see if the component downloads/ Flash plays)?

If it only affects existing users, would you mind taking a snapshot of your "Local State" file (or anything else that you think might persist plugin settings?

We're having trouble reproducing this in house, any additional clues would be exceptionally helpful.

This is on my corp machine. 

Some sites work, others do not. It seems to be a random mix. 

Single user.

When I try the Adobe page, I get this error on the console:

Sep 12 13:25:20 pinkerton-macbookpro amfid[133]: /Users/pinkerton/Library/Application Support/Google/Chrome/PepperFlash/23.0.0.164/PepperFlashPlayer.plugin/Contents/MacOS/PepperFlashPlayer signature not valid: 0xfffefa2a

This reproduces in a totally clean profile. 
I believe that it's related to this issue (see comment #24 expressly):

This has been confirmed fixed w/ the push of the latest Flash component update - 23.0.0.166+.
