[Fullscreen][Mac] Regression: Toolbar disappears and appears when closing tabs with CMD-W

Issue description

Version: Chrome 55.0.2857.0 canary (64-bit)
OS: Mac OS 10.11.6

What steps will reproduce the problem?
(1) Go into OSX Fullscreen Mode
(2) Enable "Hide Toolbars when in Fullscreen"
(3) Open some tabs in this fullscreen window
(4) Move the cursor out of the toolbar area to somewhere on the NTP
(5) Press CMD-W to close the tabs

What is the expected output?
Toolbar should stay visible.

What do you see instead?
The toolbar disappears and appears when closing tabs with CMD-W

Looks like this issue is fixed in latest Canary 59.0.3042.0 on OSX 10.12.x. Maybe with the fixes from  issue 689115 ?

(Not sure, if this was an issue on 10.11.x only. Unfortunately I can't test it, since I am using 10.12.x)
