I can't verify I'm myself to my email even with account recovery.

Issue description

PRIVACY ISSUE
I'm trying to login to my email, multiple times, but every verification step I do successfully is rejected. Saying pretty much, I did the required stuff, but google still can't confirm I am me.

VERSION:
Chrome Version: [52.0.2743.116 Stable]
Operating System: Windows 10 Home 64bit OS.

REPRODUCTION STEPS
To Reproduce if possible.

Steps:
1. Go to google.com
2. Sign into Mail.google.com with any other account
3. Press add account in the bubble with account Picture
4. Enter email, then press next.
5. Enter Password, press next.
6. Verification required.
7. Verify by Backup email.
8. Wait for email verification code
9. Email says someone(me) else tried to log into my email with my password, no code.
10. Press blue, "Review you Devices" button in email.
11. On new tab opened up enter rejected access email again.
12. Enter Password again.
13. Recover account.
14. Enter last known Password.
15. Certain Verification method will appear.
16. If not Verify by email, press try other Verification method hyperlink underneath.
17. After getting to verify by email enter verification email address.
18. Wait for Verification Email.
19. Enter Verification code
20. Picture shows what happens and get rejected.

It is an issue to my privacy if I am denied access to my own email.
