Chrome deletes partial downloads if they are open in another application

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Begin downloading a file. In this case, it was an approximately 400MB .AVI file.
2. Open the file in a player that allows playback of incomplete video files. I used VLC media player. Continue to watch as the file is downloaded.
3. Once download reaches 100%, it fails, probably because chrome can't rename the shortcut from .crdownload to .avi (as the file is open).
4. The file is instantly deleted.

What is the expected behavior?
I would expect the file to not be deleted, or, at least, to get a prompt before it does this. Being stuck with .crdownload extension is better than having to download a 400MB file on a connection with FUP again.

What went wrong?
Chrome deleted a large video file once a download completed, probably because the file was open in VLC media player at the time.

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

I am beginning to miss this a lot, as i often make use of such downloads due to limited connection speed. As it used to work few months back, i presume it is a bug. Even a workaround would be appreciated.

Actually, this is a duplicate of issue 787818. Not issue 64062.
