Ogg file controls do not work properly

Reported by rudolfs....@gmail.com, Sep 10 2016

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/52.0.2743.116 Chrome/52.0.2743.116 Safari/537.36

Example URL:
https://ts.data61.csiro.au/publications/papers/Heiser_08lca.ogg

Steps to reproduce the problem:
1. Start video.
2. When it starts running try to turn off sound or stop video.

What is the expected behavior?
No sound when you turn off the sound.
Stopping of video and audio when you pause video.

What went wrong?
Sound does not turn off.
Audio does not stop when you stop video. When you continue video audio is composed of 2 original tracks with the time offset combined to one. Not sure whether by pausing and playing the video the number of combined tracks can be increased.

Did this work before? N/A

Is it a problem with Flash or HTML5? HTML5

Does this work in other browsers? Yes

Chrome version: 52.0.2743.116 Channel: stable
OS Version: Linux 4.4.34
Flash Version:

I am able to control the video. I can pause/play the video and volume up/down. Do you see menu controls? if not, can you right click the video to check "show controls" option? I am able to control this video in anyway on my Ubuntu device. I am using Chrome 54.0.2840.27
I do see menu controls. May be the bug is fixed in version 54, or maybe codecs usage and support differ between Chrome and Chromium. But the video runs correctly in my Firefox, so if the problem is with the use of local system codecs, it is only on Chromium side.
