Chrome user identity button is overlaid on top of minimize button for windows in 1 monitor of a 2 monitor display

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.101 Safari/537.36

Steps to reproduce the problem:
1. Open multiple windows in diff. monitors

May be related to GPU/driver, so I attached GPU info from chrome.

What is the expected behavior?
See attached image. The chrome window showing a calendar is on monitor 2, which displays the ID button next to the minimize button (correct behavior). The chrome windows showing a bug report and the Kitchn are on monitor 1, and the ID button is siting on top of the Windows minimize button (wrong behavior).

What went wrong?

I am having a similar problem:

Dell xps 15/windows 10
Version 53.0.2785.101 m (64-bit)

Do the monitors in question have different scale factors set? For example is monitor 1 at 100% scaling and the monitor 2 at 150% or 200%. What happens if the monitors were set to the same scale factor?

The monitors have the same scale factor for me (set to native resolutions of 34x14 and 25x14).
