Regression: Bookmarks in Bookmark Manager do not scroll independently of folder sidebar, some bookmarks are not displayed, title and search-bar designs seem to be broken

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.16 Safari/537.36 Steps to reproduce the problem: 1. Be running Chrome 54.0.2840.16 beta-m (64-bit beta channel) 2. Access the Bookmark Manager through chrome://bookmarks/ or by pressing Ctrl-Shift-O 4. Resize the Chrome windows such that the list of bookmarks becomes scroll-able 5. Scroll the list of bookmarks, noting the folder sidebar's lack of independent scrolling. 6. If enough bookmarks have been stored in a folder, keep scrolling down the list of bookmarks until a persistent area of white space appears that does not eventually populate with a list of bookmarks. What is the expected behavior? What went wrong? 1. Notice the regression in the placement and design of the bookmark manager header/title and the location and alignment of the search-bar 2. Note how the entire page, even the sidebar, scrolls, even though the sidebar and bookmark list should be scrolling independently of each other 3. Folder sidebar has lost its own scrollbar in the UI to the right of the sidebar - had previously existed in chrome 53 and prior 4. Scrolling down the list will eventually lead to a point where the rest of the list of bookmarks is just white space, despite the scrolling having NOT yet reached the end of the page/list. Note that it is not a spacing error, because I observe that half of my bookmarks cannot even be seen in the list as that section is just completely white Did this work before? Yes Chrome 53 and prior (Windows 64-bit, beta channel) Chrome version: 54.0.2840.16 Channel: beta OS Version: 10.0 Flash Version: First issue submission, sorry for any inconveniences I may have caused through this process

Reverted to 53.0.2785.116 m (64-bit) and the problem went away.

Seeing this on Ubuntu 16.04 also. Chrome 54.0.2840.16 (Official Build) beta (64-bit)
