add page load performance metrics broken out by protocol

In  bug 524258 , the impact of changing SSL socket buffer sizes is being evaluated. We should add PageLoad.* metrics for certain page load perf metrics, such as PageLoad.ParseTiming.NavigationToParseStart, PageLoad.PaintTiming.NavigationToFirstContentfulPaint that are restricted to HTTPS pages, so we can better understand the impact of such changes on HTTPS pages.
