Support globalCompositeOperation on OffscreenCanvas

Issue description

UserAgent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:49.0) Gecko/20100101 Firefox/49.0

Steps to reproduce the problem:
OffscreenCanvasRenderingContext2D implements CanvasCompositing;

What is the expected behavior?

Support globalCompositeOperation in OffscreenCanvas

The implementation for this is already there, we just need to expose the
attribute DOMString globalCompositeOperation in the .idl file.

This CL makes this change and add a corresponding layout test.
