Disturbing progress bar sound when focused on YouTUbe seekbar

Reproduction Steps: 
1. Play *any* video on YouTube.com
2. Notice how cv focuses seekbar and makes progerss bar earcon
3. The earcon is distruptive to the first few seconds of video

Assigning this to David, but Dominic is this something you might want to take on? I would consider this a phase4 bug since it's a somewhat limited case, so not critical to fix right away.
