the enable apps on chromebook is not displayed

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8530.81.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.103 Safari/537.36

Steps to reproduce the problem:
1.reimplement the enable apps on chromebook button 
2. 
3. 

What is the expected behavior?
to display a button in the settings that says enable apps on chromebook.

What went wrong?
the enable apps on chromebook button is gone

Did this work before? N/A 

Chrome version: 53.0.2785.103  Channel: stable
OS Version: 8530.81.0
Flash Version: Shockwave Flash 22.0 r0

Thanks for filing feedback! @koschealexander, are you using Material Design Settings (either through chrome://md-settings or by enabling it in chrome://flags)? If so, this setting is still being added.

+mitsuji in case there are other reports of missing settings
I realize after doing a little research that my chromebook doesn't support
android apps, sorry about this, but I was hoping if you have any way of
making the acer cb3 111 c670 compatible of android apps sometime I would
give a world of thanks.
