Material Design folder icon missing on bookmarks bar

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.101 Safari/537.36

Steps to reproduce the problem:
1. Turn on Bookmark Bar
2. Add at least 2 bookmarks
3. Group them into a folder

What is the expected behavior?
That the icon is in material design (a solid gray folder) as in Chrome 52 Stable with the Material flag enabled.

What went wrong?
The icon is in the old style-a yellow, 3D, XP-style icon which was used before Material was introduced.

Did this work before? Yes Chrome 52-48 or 47

Chrome version: 53.0.2785.101  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0
 
In Chrome 54 on Windows 10 it seems that the Other Bookmarks folder is now using the native Windows 10 icon
