Define min time for live region changes on the same node

Issue description

Live regions are slow enough it is having a user-perceivable impact.

First, get the current time at each point:
- Blink fires a live region changed event (render accessibility)
- the event is received in the browser (render frame host)
- the event arrives in a listening extension (automation internal custom bindings)

Scope downward thereafter as needed.
