during restore after crash, tabs unexpectedly steal focus from the tab I'm currently viewing as they load |

Issue descriptionVersion: 54.0.2840.13 (Official Build) dev (64-bit) OS: Chrome (samus) What steps will reproduce the problem? (1) hit a crash that causes chrome to restart (2) after Chrome re-launches, hit restore to get your tabs back (note that I have 3 windows each with a variety of tabs) (3) pick one of the tabs and interact with it while the others are restoring What is the expected output? I stay on my chosen tab What do you see instead? focus is stolen unexpectedly and repeatedly as the other tabs load during the 'restore' action even after I manually return to my chosen tab of interest. I think this is a regression -- I don't recall it always being this way. More detailed env: Google Chrome 54.0.2840.13 (Official Build) dev (64-bit) Revision 0 Platform 8743.11.0 (Official Build) dev-channel samus

I filed a similar issue already 2 days ago since starting a chromebook with my usual 20 tabs takes minutes again. In fact it takes so long that gmail doesn't even load - you have to press reload for gmail after all the loading is done.
