border-collapse table cell background renders incorrectly with opacity

What steps will reproduce the problem?
(1) load attached testcase
(2)
(3)

What is the expected output?
The extent of the red background should be the same with or without opacity

What do you see instead?
In the left cell (with opacity), the background isn't rendered under the border
