Steps To Reproduce:
1. Login with a new user account that has files stored on Google Drive
2. Open File manager 
3. Click on "Google Drive" folder

Expected Result:
Should see full page embedded promo banner titled "Get 1TB free with Google Drive"

Actual Result:
Seen small promo banner at the top of the window.
How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
always.

What is the impact to the user, and is there a workaround? If so, what is
it?
