EME Key Rotation tests do not use key rotation |

Issue description
The file bear-1280x720-v_frag-cenc-key_rotation.mp4 (used by the media_unittest PipelineIntegrationTest.EncryptedPlayback_MP4_CENC_KeyRotation_Video) does not properly rotate keys. Even through one of the 'pssh' boxes for Common Encryption specifies keyId 31323334353637383930313233343530, all the 'sgpd' boxes reference keyId 30313233343536373839303132333435, so only 1 key is used.

The test does add a new session with the second key, but the encoded data doesn't use it, so we really don't know if key rotation works.
The test file should be recreated to properly do key rotation.

Looks like the update in https://codereview.chromium.org/1163713007 changes encryption setting. You may use https://github.com/google/shaka-packager to re-generate the files, which now uses common system pssh by default for fixed key encryptions.
