document.scrollingElement scrollTop and scrollLeft are not proxied correctly by CompositorProxy.

Issue description

Version: 55.0.2855.0 (Developer Build) (64-bit)
OS: All

What steps will reproduce the problem?
(1) Run on the attached pages with --enable-blink-features=GeometryInterfaces,CompositorWorker

What is the expected output?

Expect the green box to move with the scroll on both pages.

What do you see instead?

Instead, on the page that attempts to proxy the document.scrollingElement  (test-scrolling-element.html) the scrollTop returned is always 0.

I have a half-working patch for this here: https://codereview.chromium.org/2292133002/

Need to fix some tests but it fell side way. Will try to get back to it soon.

No longer relevant as we no longer have the CompositorProxy concept thus are not animating scroll offset and other properties off thread via a single handle.
