Regression: Plain HTTP page is shown as "Secure"

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2853.0 Safari/537.36 Steps to reproduce the problem: 1. Navigate to this tweet: https://twitter.com/cdils/status/773965533699911680 2. Click on the link, which takes you to a plain HTTP page. 3. Observe that the location bar displays the new "Secure" label. What is the expected behavior? The "Secure" label should not be shown for plain HTTP pages. What went wrong? I'm unable to debug this at the moment, but the issue could be related to the referer. Did this work before? Yes Chrome version: 55.0.2853.0 Channel: dev OS Version: OS X 10.10.3 Flash Version: Shockwave Flash 23.0 r0
