Child with 100% width isn't stretched to parent width after removing vertical scroll bar from its parent

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Open this JSFiddle: http://jsfiddle.net/AlexLukin/rktvybb0/7/
2. Click on the orange div.

What is the expected behavior?
After click on orange div #c green div #b should loose its scroll bar and orange div #c should stretch to fill 100% of parent div #b.

What went wrong?
Orange div #c preserves its old width and part of green div #b becomes visible.
