Regression:Focus is not displayed properly on checkbox of Add person overlay.

Chrome Version:55.0.2855.0 (Official Build) 1f84049641ac0f80af74361acd0ea0df338479c4-refs/heads/master@{#417475} (32/64 bit)
OS: Windows (7,8,8.1,10)

Precondition: Make sure "Enable Material Design User Manager" flage is enabled.
What steps will reproduce the problem?
(1)Launch chrome and click on avatar icon from top left
(2)Click on switch person and click 'Add person' button from overlay.
(3)Now press tab key till focus appears on checkbox of 'supervised this...'

Actual: Focus is not displayed properly on checkbox of Add person overlay.

Expected: Focus should be properly displayed on checkbox of Add person overlay.

This is a regression issue seen from 'M55' and will soon update other info.
